Maryland HB 46 To Establish A Gambling Prevention Technology Pilot Program

Maryland lawmakers are addressing problem gambling on college campuses with House Bill 46, a measure that would establish a Gambling Prevention Technology Pilot Program in the State Lottery and Gaming Control Commission.
Maryland Schools To Identify No Gambling Zones
According to HB 46, the Gaming Control Commission, in collaboration with Bowie State University, Morgan State University, and the Maryland Center of Excellence on Problem Gambling, shall:
(I) Identify locations and boundaries on each participating campus to be designated as no gambling zones;
(II) Develop informational signage to be posted around each zone; And
(III) Identify and implement any cost-effective technologies that further the goals of the Pilot Program, including real-time monitoring of online sports wagering activity.
Online Sports Wagering Operators To Establish A Geofence
Meanwhile, each online sports betting operator shall:
(I) Establish a geofence encompassing the designated no gambling zone that prevents access to the operator’s online sports wagering platform within the boundary; And
(II) Collaborate with the Commission to enforce and implement the restriction within the boundaries of the no gambling zones.
If an individual attempts to participate in online sports wagering while within the designated geofence, the person will be prevented from doing so, shown a warning that contains information on the Pilot Program, and issued options for obtaining responsible gambling assistance.
HB 46 Would Take Effect Over The Summer
HB 46 goes on to state that the Commission “may not fine, penalize, or otherwise sanction” an online sports wagering operator for “unforeseeable technological failures” that occur within the geofenced boundaries during the Pilot Program.
If passed, HB 46 will go into effect July 1, 2026.
It would remain effective for a period of five years and, at the end of June 30, 2031, the measure, “with no further action required by the General Assembly, shall be abrogated and of no further force and effect.”
The bill is currently pending in the House Ways and Means Committee.
