City Council approves legislation for Balneário Camboriú lottery service

The Balneário Camboriú City Council has officially approved Substitute Bill One to Ordinary Bill 136, originally presented by the Executive Branch in May 2025, set to result in the formation of a public lottery service throughout the municipality.
The new lottery service will function as a fundraising tool for public policies considered “strategic and of social interest,” according to the bill’s text, with areas such as the Protection of Persons with Disabilities, Urban Mobility, Drug Prevention and Southern region receiving support through the fundraising.

Pending Mayor Borstel’s approval, the municipal administration will then be granted authority to either directly operate the lottery service or choose to transfer it through “concession, permission or authorization.”
The substitute to Ordinary Bill 136 also allows for any type of lottery regulated within federal law to operate within the boundaries of Balneário Camboriú.
