The Brazilian Senate has approved a bill imposing new restrictions on fixed-odds sports betting advertising. The text, introduced by Senator Styvenson Valentim and Senator Carlos Portinho, was passed with broad support across political parties.
The proposal bans adverts featuring athletes, influencers, public figures or authorities, aiming to minimise the impact on vulnerable groups, particularly children and young people.
The bill was fast-tracked to the plenary after the Committee on Communication and Digital Law failed to install. While the original version proposed a full advertising ban, the substitute text introduces targeted restrictions under Law No. 14.790/2023, which regulates the betting market. The bill now moves to the Chamber of Deputies for review.
According to Portinho, the goal is not an outright ban, but effective regulation that protects the public while preserving sponsorship rights. Ads will be limited to 7:30pm to midnight on TV and online, and to verified adult users on social media. Former athletes may appear in ads only if they have retired for at least five years.
The bill prohibits live broadcast ads during games, real-time odds, printed ads, and boosted content outside permitted hours. It also bans content that glamorises betting, uses characters aimed at minors, or promotes gambling as financial success. All ads must include the warning: “Betting causes addiction and harm to you and your family.”
