SPA plans to exclude Bolsa Familia recipients from sports betting in Brazil

Brazil’s Secretary of Prizes and Betting of the Ministry of Finance has confirmed, via interview with Regis Dudena, its plans to prohibit recipients of the Bolsa Familia and the Continuous Cash Benefit (BCP) social welfare programmes from sports betting in the nation.
This latest update comes following widespread criticism of the gambling industry in Brazil towards the end of 2024 – off the back of a data report from the Central Bank which highlighted recipients of the Bolsa Familia and the BCP social welfare programs had been spending excessively on sports betting.
Indeed, these reports subsequently prompted a CPI investigation into the online gambling industry by the Brazilian senate, with President Lula – who had previously expressed support for the industry – threatening to ban sports betting if addiction issues were not tackled. Now, as per this latest update, 20 million Brazilian families are set to take part in a legal evaluation prior to the implementation of this latest proposed ordinance.
Specifics of the bill have yet to be confirmed by the Government or the SPA, however Dudena has underlined that individuals will be banned according to their CPF – or Cadastro de Pessoas Físicas – number, which is the Brazilian individual taxpayer registry number.

More specifically, this ordinance provided information to financial and payments institutions on how to behave in the face of potential illegal gambling activity.
