Brazilian lawmakers propose tighter rules on betting advertising in the South

Two lawmakers from Rio Grande do Sul, a state in the South of Brazil, have introduced a bill to curb the growing presence of betting advertisements across the state.
Deputies Tiago Simon and Elton Weber presented the proposal in the state assembly, calling for tighter control over how sports betting platforms promote their services.
The bill would prohibit ads aimed at minors and ban the use of mascots, cartoon characters or any imagery that could appeal to children and teenagers.
It would also require all betting advertisements to include visible warnings about gambling addiction and over-indebtedness, occupying at least 15% of the total ad space.
If approved, audiovisual ads for betting, including on television, radio and streaming platforms, would only be allowed between 9pm and 6am.
The lawmakers argue that current advertising practices normalize gambling and portray it as harmless entertainment while overlooking its potential to cause financial and psychological harm.
Simon and Weber argue that the initiative is intended to create a more responsible environment for consumers, particularly young audiences who are increasingly exposed to betting promotions through digital platforms and sports sponsorships.
Earlier this year, Brazil’s Chamber of Deputies held hearings to assess potential federal rules for betting promotion, focusing on exposure during sports broadcasts and influencer partnerships.
The national Secretary of Prizes and Bets has also signed a cooperation agreement with the National Council for Advertising Self-Regulation to monitor gambling-related content and promote compliance with advertising standards nationwide.
If enacted, the Rio Grande do Sul bill would be one of the first state-level efforts in Brazil to restrict betting advertising beyond federal guidelines.
