Brazil: Bill proposes allocating betting tax revenue to fight cybercrime

Brazilian Senator Esperidião Amin has introduced a bill that would use part of the country’s betting revenue to finance cybersecurity programs.
The proposal is currently under review by the Senate’s Committee on Constitution and Justice.
The bill establishes a National Program for Digital Security and Resilience, a framework designed to prevent, mitigate and respond to cyber incidents across public and private sectors.
The initiative would be linked to the Federal Government but participation would also be open to state, municipal and private entities.
Among its key objectives are improving cybercrime investigation, strengthening national and regional cybersecurity plans.
Besides that, it also aims to increase coordination among critical sectors such as health, education, finance, energy and telecommunications.
The bill earmarks 2% of fixed-odds betting revenue for such cybersecurity programs. These resources would support modernization projects, research, personnel training and the creation of centers for cyber incidents.
Amin justified the proposal by citing Brazil’s rising exposure to digital threats.
“We are facing an escalation of cyber incidents that affect public service delivery and risk citizens’ data,” he said, stressing that Brazil remains one of the few major economies without a comprehensive national cybersecurity law.

The bill also calls for the creation of a National Cybersecurity Authority to oversee implementation and ensure the consistent reporting of cyber incidents by participating entities.
Members of the Parliamentary Front for Cybersecurity and Cyber Defense have endorsed the proposal.
If approved, the law would connect the country’s gaming market with one of the most urgent challenges of the modern era.
