Brazilian Senator Humberto Costa has introduced Bill 3.754/2025, a proposal that would impose new restrictions on fixed-odds betting operators.
Among its core provisions, the bill would raise the legal betting age from 18 to 21 and limit player spending to the equivalent of one monthly minimum wage, currently at BR1,412 ($270).
It would also allow the Ministry of Finance to set daily and weekly wagering limits, ban betting ads and promotions between 6am and 10pm, including on internet platforms.
Costa, who is from the same party as Finance Minister Fernando Haddad, has agreed with the minister’s previously stated view that bets ideally wouldn’t be legal in the national territory, but acknowledged that, realistically, the sector in Brazil must to be tightly regulated.
Besides that, the bill also aims to forbid operator sponsorships of any public cultural, sports or entertainment events, regardless of funding sources.

The goal, according to the Senator, is to reduce the risk of over-indebtedness and gambling addiction, particularly among young and vulnerable users.
If approved, Costa’s bill would introduce some of the most restrictive measures yet seen in Brazil’s emerging betting market.
