NJ Governor approves bill to prohibit sports wagering partnerships with universities

New Jersey Governor Phil Murphy has officially signed Assembly Bill 4113 into law, prohibiting any partnerships to be formed between sports betting operators and public universities located within the state.
According to the legislation, colleges and universities may not sign a sports wagering partnership which provides a gambling brand or operator with “access to advertise in the institution’s stadiums and other facilities.”
The measure will also extend to digital and broadcast sports content as well as athletic departments and booster clubs, which typically raise funds for various sporting programs run by the university.
Governor Murphy signed the legislation into law after originally being brought forth in April 2024 by Assemblywoman Linda Carter and Assemblyman Benjie Wimberly, having been carried over to the current year’s session.
The bill was filed by the two legislators despite there being no partnerships currently formed between a sports betting operator conducting business within the state and a New Jersey college or university.

The legislation does not prevent such institutions from collaborating with sports betting operators, however, as long as no marketing for such offerings is being directed toward students. Universities could also partner with operators for academic purposes or experiential learning opportunities for those in attendance of the respective college.
The public institutions that are required to adhere to the new law include Rutgers University, Kean University, Montclair State, New Jersey Institute of Technology and Rowan University.
Assembly Bill 4113 is similar to that of Senate Bill 2155, introduced in January 2024 by Senator Joseph Cryan and passed through the Higher Education Committee in April. The legislation was then substituted for Assembly Bill 4113 in June 2025.
