Brazilian Finance Minister reaffirms commitment to taxing betting firms with new bills
Fernando Haddad has confirmed that the Government will send two separate bills to Congress addressing spending control and increasing revenue.
Finance Minister Fernando Haddad announced that the Federal Government will submit two new bills to Congress as part of efforts to manage Brazil’s 2026 Budget.
The initiative aims to divide fiscal reforms into two areas: one bill is focused on controlling public spending and the other is designed to boost government revenue.
“The probable decision from the Civil House is to deliver two separate bills, each addressing one of these matters, so that the opposition has no excuse not to vote on what they themselves claim is their agenda, which is to organize Government spending,” he said.
The minister explained that the Government has already sent multiple proposals to improve public finances, but several were either not considered or rejected by Congress.
The new strategy seeks to clarify priorities and rebuild support for fiscal measures that are crucial to balancing next year’s budget.
Haddad also reiterated the Government’s intention to advance the debate on taxing operators and fintech companies, both of which were included in the provisional measure that expired earlier this month.
According to him, President Luiz Inácio Lula da Silva has personally insisted on a stronger stance from lawmakers regarding online betting.
“The president insists that Congress must focus on betting operators, which affects Brazilian families” Haddad stated. “He believes Congress must take a definitive position on it.”
The minister added that the Government views betting taxation not merely as a revenue issue but as a public health matter, mentioning a growing number of people seeking treatment for gambling addiction within the national healthcare system.
