Brazil intensifies crackdown on illegal betting sites with new cooperation agreement

Brazil has stepped up its efforts to curb illegal online betting operations.
The National Telecommunications Agency (Anatel), the Secretary of Prizes and Betting of the Ministry of Finance (SPA) and the National Association of Gaming and Lotteries (ANJL) signed a cooperation agreement to enhance the blocking of unlicensed betting platforms.
Under the deal, ANJL will support the creation of a cyber lab designed to provide Anatel with advanced technical tools.
The aim is to make the blocking process faster, more transparent and more robust following guidelines from SPA.
The initiative builds on the existing Technical Cooperation Agreement, which already provides for a direct flow of information between Anatel and the Ministry of Finance to expedite the blocking of illegal fixed-odds betting sites.
Anatel President Carlos Baigorri described the deal as “a decisive step” in creating effective technological barriers and raising awareness among consumers about avoiding unlicensed platforms.
SPA Secretary Régis Dudena highlighted that having ANJL’s support demonstrates the alignment of public and private interests in tackling illegal operators.

Authorities also stressed that blocking unlawful platforms not only addresses financial crimes but redirects resources into public coffers.
For ANJL, the move underscores the industry’s commitment to working alongside regulators.
“Our association has as a principle to support authorities in building a regulated sector by bringing good practices,” said Pietro Cardia Lorenzoni, the association’s Legal Director.
