Brazil: New bill targets betting ads in government contracts

A new bill in the Legislative Chamber of the Federal District mentions rising gambling-related debt and risks to vulnerable groups.

Brazil’s Legislative Chamber of the Federal District (CLDF) is reviewing Bill 1911/25, which would prohibit advertising and promotion of electronic betting platforms and games of chance in publicity contracts signed by the Executive and Legislative branches.

Authored by Deputy Robério Negreiros, the proposal would block official events from featuring sponsorships or advertising linked to betting companies. 

Negreiros mentioned concerns over compulsive behaviour and gambling addiction, particularly among young people and vulnerable groups. 

“Recent data show that online betting platforms have significantly contributed to increased family indebtedness in Brasília, especially among lower-income households, who commit a substantial portion of their income in the expectation of quick gains,” said Negreiros.

The bill seeks to address these risks by limiting public promotion of betting by reducing the normalization of gambling, urbing exposure of minors to promotional content and lowering social costs linked to addiction.

Negreiros clarified that the measure does not restrict the legal operation of licensed platforms. 

“Individual choice will be preserved but the constant advertising pressure that can induce compulsive behaviour will be removed. This is a proportional measure that balances economic freedom with social protection,” he stated.

The bill has been forwarded to permanent committees for evaluation. If approved, it will advance to a plenary vote at the CLDF.
