Santa Fe bill seeks to ban child support debtors from casinos and events

The initiative, proposed by lawmaker Natalia Armas Belavi, aims to prioritize children’s rights.
Key Points
- Santa Fe lawmaker Natalia Armas Belavi introduced a bill restricting child support debtors
- Those listed in the provincial debtor registry would be barred from casinos, gaming halls and ticketed events
- Similar laws are already in place in Salta, San Juan and Entre Ríos
Santa Fe provincial lawmaker Natalia Armas Belavi has introduced a bill that would impose new restrictions on individuals listed in the child support debtor registry.
The initiative proposes amending Law 11,945 to add provisions requiring event organizers and gambling operators to check the registry and deny entry to those with overdue obligations.
The bill would prevent delinquent parents from attending cultural and sporting events that require paid entry, as well as casinos and gaming halls.
Belavi described the measure as “a visible, tangible and exemplary sanction” against those who repeatedly fail to meet their child support responsibilities.
“The failure to comply destroys family solidarity and has negative effects on the physical and mental health of those who need the essentials for a dignified life,” she argued.

The lawmaker noted that other provinces, including Salta, San Juan and Entre Ríos have already adopted similar approaches that prioritize children’s rights.
If adopted, the bill would strengthen Santa Fe’s existing child support enforcement framework by linking parental obligations to social participation and access to leisure spaces.
Belavi emphasized that the ultimate goal is to ensure protection for children whose rights are undermined by unpaid support.
