Brazil: Government develops self-exclusion system for bettors

The measure is part of wider Government efforts to mitigate gambling-related harm.
Key Points
- New tool will let users deactivate all betting accounts simultaneously and block advertising
- Ministries of Health, Sport and Communications join Finance in the initiative
- Other measures are currently being made to treat problem gambling
The Brazilian government is developing a centralized system that will allow bettors to simultaneously close all accounts registered on licensed betting platforms.
The tool is designed to strengthen responsible gambling measures, as most users currently hold accounts with more than one operator.
At the moment, regulated betting companies must provide its own self-exclusion options. The new system, however, would unify these into a single process.
Once activated, the option would not only close all accounts but also ensure that users no longer receive advertising from betting operators.
The initiative is one of the Federal Government’s working group on gambling harm reduction, which brings together the Ministries of Finance, Health, Sport and the Secretary for Communications.
According to the Ministry of Finance’s Secretary of Prizes and Betting (SPA), the project aims to reduce social and health impacts while providing greater oversight of betting activity.
Good to know: Brazil’s licensed operators generated BR17.4bn ($3.1bn) in gross gaming revenue in the first half of 2025
Alongside the self-exclusion tool, the Ministry of Health is preparing investments in the training of professionals within the national Unified Health System, ensuring specialized treatment for problem gambling.
The SPA also reported that hundreds of illegal betting domains were blocked during the same period, as part of joint enforcement with the National Telecommunications Agency.
