A joint congressional committee in Brazil was formally installed to analyse Provisional Measure (MP) 1.303/2025, which introduces new taxes on online betting, virtual assets and financial investments.
The measure is part of a new strategy to rebalance the national budget after the annulment of previous IOF (the Brazilian Tax on Financial Transactions) hikes.
Senator Renan Calheiros was elected president of the commission, with Deputy Carlos Zarattini acting as a main official.
The committee will oversee a series of public hearings beginning in August, with the first set to feature Brazil’s Finance Minister, Fernando Haddad, who suggested raising the betting taxation.
Subsequent sessions will address betting taxation besides other financial issues in the country, which were called by Senator Randolfe Rodrigues as a measure to implement “tax justice,” referring to social matters.

Senator Izalci Lucas criticized it as a revenue-raising move. Deputy Zarattini emphasised the need to hear stakeholders from all affected sectors, including the betting industry, before finalizing the bill.
The commission’s internal vote is scheduled for the end of August. The provisional measure must be approved by both legislative chambers before October 9 to remain valid.
