Brazil: Senator proposes accountability measures for betting sector

Brazilian Senator Izalci Lucas has submitted a set of 16 formal suggestions to the Federal Government aimed at mitigating the negative impacts of online betting.
The recommendations focus on regulatory accountability, social protection and fraud prevention within Brazil’s expanding betting industry.
One of the central proposals seeks to introduce civil, administrative or criminal liability for companies, influencers and other beneficiaries found to be engaging in fraudulent betting promotion.
If approved and implemented, the penalties could include financial compensation for damages, fines, suspension or revocation of licences.
Lucas also called for the creation of a technological system to prevent individuals from using government social programmes on betting platforms.
He emphasised that many bettors in Brazil earn up to two minimum wages and are therefore vulnerable to the financial risks posed by gambling.
Another point in the proposal is the development of a periodic review system for betting legislation and regulation, which should be based on scientific studies and consistent monitoring of the industry’s social impacts.
