Brazil: Final CPI report from betting inquiry is rejected

Key Points
- Brazil’s Senate committee rejected the final CPI das Bets report in a 4–3 vote
- The report had proposed indictments for 16 people
- The document also suggested 20 legislative measures
After analyzing the testimonies and data, the Brazilian Senate’s Parliamentary Inquiry Commission on bets, also known as CPI das Bets, has rejected Senator Soraya Thronicke’s final report on Thursday, voting 4-3 against the proposal.
Amazingly, after so many hearings and so many headlines, this temporarily brings the inquiry back to square one.
Among the suggestions made was the banning of slot-style games such as Fortune Tiger, or “Jogo do Tigrinho,” claiming that its popularity and the way it has been promoted by influencers could be harmful and linked to money laundering.
Senator Thronicke had also suggested prohibiting online betting for Brazilian citizens registered in CadÚnico, the Federal Government’s low-income assistance database. The report also recommended tighter rules on betting ads and influencer-focused partnerships.
Senators Angelo Coronel, Eduardo Gomes, Efraim Filho and Dorinha Seabra voted against the report. Thronicke, Eduardo Girão and Alessandro Vieira supported it.
Good to know: The document had called for the indictment of 16 individuals, including mega influencers Virgínia Fonseca and Deolane Bezerra and gambling executives, besides proposing 20 legislative measures to curb gambling-related harms
Over the course of seven months, the CPI has held 20 public hearings and examined issues such as misleading advertising by influencers and the legal status of several betting platforms operating in the country.
The rejected report followed months of inquiry and builds on prior hearings that sparked controversy, including testimonies from influencers and debates around deceptive advertising.
