Senate analyses Brazil’s Parliamentary Inquiry final report

Brazil’s Parliamentary Inquiry Commission (CPI) on online betting, also known as CPI das Bets, will vote Tuesday on its final report, marking the end of a seven-month investigation into irregularities in the sector.
Led by Senator Soraya Thronicke, the Commission was launched last year and has held 20 meetings, hearing from 19 witnesses including federal officials gambling operators and influencers involved in the sector.
The CPI examined concerns ranging from money laundering and tax evasion to the social impact of gambling on family finances. Half of the 192 requests for confidential information from Brazil’s Financial Council were approved, resulting in 63 documents sent to the commission.
Thronicke has been vocal about the need for stricter advertising regulation, especially in cases involving digital influencers.
Another controversial point raised in the CPI was the delayed implementation of Law 13.756/2018. While the law opened the door to fixed-odds betting, regulation only came into effect in 2024, creating a legal grey area that the inquiry scrutinised.
Senators also considered the broader social costs of gambling. Mental health experts and former problem gamblers were brought in to discuss addiction and financial distress linked to the rapid expansion of online betting platforms.
