High 5 Games reinstates B2B license in Connecticut

Key Points
- High 5 Games’ B2B license in Connecticut has been reinstated following a review by the state regulator, with no legal breaches identified
- The company has reaffirmed its intention to operate solely under a sweepstakes model across the US, but no longer offers direct-to-consumer (B2C) services in Connecticut
High 5 Games has confirmed the reinstatement of its business-to-business (B2B) license in Connecticut, following a regulatory review by the state’s Department of Consumer Protection (DCP). The review concluded without any findings of legal non-compliance.
The company stated it had cooperated fully with the process and remains committed to operating within all relevant legal frameworks.
In January 2025, prior to the DCP’s review, High 5 Games had begun withdrawing from all regulated iGaming states, including Connecticut. That process was completed before the review was initiated, and the company has confirmed it does not plan to re-enter the state’s sweepstakes market with direct-to-consumer (B2C) operations.
In March 2025, the DCP suspended High 5 Games’ license following an investigation into the company’s operation of an unlicensed online casino in Connecticut. The company reached a settlement agreeing to pay nearly $1.5m, including over $643,000 in restitution to affected players and close to $800,000 towards consumer protection efforts.
Good to know: Following the settlement in March 2025, High 5 Games exited the Connecticut direct-to-consumer (B2C) online casino market
High 5 Games continues to hold a license to provide slot content to regulated platforms in Connecticut. It has introduced geo-blocking tools in partnership with Xpoint and enhanced its Know Your Customer (KYC) systems to align with state-level requirements.
Tony Singer, High 5 Games CEO, stated, “While we may not agree with every interpretation, we have always cooperated fully and acted in good faith. We operate with integrity, within the law, and with deep respect for the licenses we hold.
“We respect the Department of Consumer Protection and the important work they do to uphold the integrity of Connecticut’s gaming market.”
