Missouri Gaming Commission officially launches sports betting licenses

The Missouri Gaming Commission has officially opened the application period for sports betting licences, allowing operators to begin the process ahead of the state’s planned launch on 1 December 2025.
The move follows the approval of a resolution earlier this week that set the terms of the licensing process. The measure had been reviewed by the Governor’s office before being adopted.
Two Direct Mobile Licenses, which are not tied to casinos or sports teams, have an application deadline of 15 July. Public hearings for applicants will take place on 13 August and the final selections will be announced on 15 August.
The application period comes approximately six months after Missouri voters passed a constitutional amendment legalising sports betting. The measure was approved by a margin of fewer than 7,500 votes.
Under the new framework, licensed operators will pay a 10% tax on sports wagering revenue, which will be allocated primarily to education programmes.

All 13 casinos and excursion gambling boats in Missouri are eligible to apply for licenses. The state’s six professional sports teams may also host retail betting facilities at or near their stadiums.
The licensing rules will come into effect on 30 August, meaning the market will not launch in time for the start of the NFL season.
Missouri Gaming Commission stated “The Commission shall announce the two applicants selected for the available Direct Mobile Licenses on August 15, 2025.
“For all other Retail and Mobile Licenses, an applicant must submit a completed application by September 12, 2025, if the applicant wishes to offer sports wagering beginning on December 1, 2025.”
