Brazilian Government updates list of games released for online betting, eSports

Key Points
- Shooting games like Fortnite, Counter-Strike and Valorant have been added to the list
- The expanded list includes other eSports and fixed-odds wagering options
The Federal Government in Brazil recently made several changes to its list of acceptable betting options and modalities suitable for fixed-odds betting.
The Official Gazette of the Union (DOU) released the official changes in a extra edition. The list was confirmed by the Minster of Sports, André Fufuca.
These updates include an expanded list of esports, as well as games released for online betting and fixed-odds wagers.
Fixed-odds wagering is now allowed for esports tournaments that hold “license or authorization from the game developers or intellectual property holders,” according to the updated language.
Along with these additions, an ordinance of the Ministry of Sports has expanded the list to include shooting games like Counter Strike, Valorant and Fortnite, though they are not considered by the International Olympic Committee (IOC) to be virtual sports.
Prior to those changes, the IOC only permitted games recognized as acceptable virtual sports to be included in the official list.
Good to know: Brazil launched its regulated online betting market in January
In related news, the Secretariat of Prizes and Betting of the Ministry of Finance (SPA) has launched the regulatory agenda, which was initiated through a public consultation and will cover the 2025-2026 period.
This is the second agenda the regulatory body has released.
Included in the agenda are 13 topics. These established items will be regulated until 2026.
“Of the 13 items on the agenda, the construction of a database of people excluded from the fixed-odds betting market stands out,” the SPA said in a statement. “This bank will bring together people who self-exclude, those excluded due to problems with gambling pathologies and those prevented from betting, such as athletes and SPA employees involved with the regulation of fixed-odds betting.”
