Brazil: SPA releases 2025-2026 regulatory agenda

In Brazil, the Secretariat of Prizes and Betting of the Ministry of Finance (SPA) has launched the regulatory agenda, which was initiated through a public consultation and will cover the 2025-2026 period.
This is the second agenda the regulatory body has published. Included in the agenda are 13 topics. These established items will be regulated until 2026.
“Of the 13 items on the agenda, the construction of a database of people excluded from the fixed-odds betting market stands out,” the SPA said in a statement. “This bank will bring together people who self-exclude, those excluded due to problems with gambling pathologies and those prevented from betting, such as athletes and SPA employees involved with the regulation of fixed-odds betting.”

For this year’s regulatory agenda, the public consultation received nearly 200 contributions and was held between the start of February and March 27.
Contributions were received through the Participa + Brasil platform, as well as through a virtual public hearing conducted on February 21.
Following public consultation, the SPA opted to change the draft agenda and amend three points.
“Two items that dealt with the regulation of suppliers of betting operators, such as game producers and betting platform services, were unified, reducing the number of items on the agenda,” the SPA said. “The item on improving service to gamblers with gambling pathologies was advanced and replaced with the item on improving the inspection process.”
