Washington DC’s lottery and sports gambling contract under investigation

The district awarded the contract to Intralot in 2019, but the company was replaced in 2024 by FanDuel and other third-party apps after failing to meet revenue projections.
Key Points
- Attorney General Brian Schwalb’s office requested information related to the contract from Intralot back in the summer of 2023, but both parties asked for anonymity
- The ongoing investigation comes while scandals surround other city contracts in the district
Washington DC Attorney General, Brian Schwalb, has started an investigation into the district’s lottery and sports gambling contract, according to local reports.
The city originally awarded the contract to Intralot in 2019, but FanDuel and other third-party apps had to take over in 2024 after Intralot failed to meet revenue projections.
Schwalb’s office requested information related to the contract from Intralot back in the summer of 2023, but local reports said both parties asked for anonymity because neither was authorized to discuss the investigation.
The Attorney General could choose to bring civil cases against the companies, but it is unclear at this time if Schwalb is focused on Intralot or one of its DC subcontractors.
The ongoing investigation comes at a time when scandals have recently been broken regarding other city contracts in the district. Council member Trayon White is currently under investigation for accepting bribes, while district contractor Allieu Kamara pleaded guilty in August to fraud and bribing city officials.

Intralot has run the district’s traditional lottery since 2009 and added sports gambling to its portfolio in 2019 through a $215m, no-bid contract narrowly approved by the DC Council.
Unfortunately, the app Intralot created, GambetDC, never hit the revenue projections the company had set forth at launch.
When FanDuel replaced GambetDC in April of 2024, the operator produced more revenue for the district in its first month than GambetDC had in a year.
