New Jersey Requires Public Colleges to Educate Students on Gambling Risks
Governor Phil Murphy has signed Assembly Bill A1715/S3184 into law, mandating that all public colleges, universities, and community colleges in New Jersey actively educate students about the risks of compulsive gambling. The legislation, passed unanimously in both chambers of the state legislature, takes effect immediately.
New Jersey To Take Measures Against Gambling Addiction
Under the new law, institutions must invite representatives from the Council on Compulsive Gambling of New Jersey (CCGNJ) to campus at least once per semester. Sessions will provide students with information on gambling addiction, access to counseling services, self-exclusion programs, and other available support resources. Schools may host additional visits if deemed appropriate, giving students ongoing opportunities to engage with experts throughout their college careers.
“Today’s signing demonstrates our continued commitment to promoting responsible gaming and supporting the well-being of students across New Jersey,” Governor Murphy said. “By connecting campus communities with expert resources, we’re taking proactive steps to address gambling-related harm before it takes root.”
The initiative comes as online casinos and sports betting continue to grow in popularity among young adults. Acting Secretary of Higher Education Angela Bethea emphasized that the law is a preventive measure aimed at educating students before gambling habits become problematic.
“This law ensures New Jersey’s public institutions support students in making informed choices and provides a campus resource to help educate them on the risks of using betting platforms,” Bethea said.
CCGNJ, which operates the 1‑800‑GAMBLER hotline, will play a central role in the program, bringing expert guidance directly to students. In addition to in-person sessions, campuses are required to distribute educational materials and post information about support services across dormitories, libraries, athletic facilities, and online student portals.
By formalizing gambling awareness programs, New Jersey becomes one of the first states to integrate responsible gaming education into student support services, aiming to shield young adults from the growing influence of online betting and sportsbook promotions.
