Emerald Island Casino in Henderson, Nevada has submitted a new expansion proposal to the city’s Planning Commission, which is expected to officially consider the 14,500 sq ft remodeling on October 16.
Owner Ronald Winchell submitted the plans which would include the integration of covered outdoor patios, planters for landscaping and sitting areas, an exterior remodeling of the property and the addition of canopies and awnings at various entry points.
Emerald Island Casino, along with its sister property Rainbow Club Casino, were sold by Tim and Mike Brooks to ECL Water Street in January 2024, a company formed by Winchell and his business partner Marc Falcone.
Tim Brooks continues to serve as GM of Emerald Island Casino and Rainbow Club Casino, having also recently joined Gaming America on The Huddle podcast to speak on the evolution and strategies of Henderson-based properties.

Documents summarizing the expansion plans do not mention any changes to Emerald Island Casino’s gaming space, or how much is being invested into the redesign, but do indicate the property would grow to 37,340 sq ft in total size.
Winchell also proposed Henderson vacate a small portion of Navy Street to accommodate a parking lot redesign which would include 133 spaces for guests, as city codes currently require at least 125 spaces per property.
Update: Since the original time of writing, the Henderson Planning Commission has officially approved Emerald Island Casino’s new expansion proposals.
