The New York Community Advisory Committee has officially rejected Caesars Entertainment and SL Green Realty Corporation’s proposal for a Times Square casino facility after receiving just two of the four required votes to move forward to the Gaming Facility Location Board during a vote held on September 17.
Originally proposed in 2022, SL Green Green Realty and Caesars looked to acquire one of the three gaming licenses set to be awarded by the New York Gaming Commission (NYGC) in December 2025.
Despite stating the project could generate up to $23.3bn in gambling revenue over the next 10 years, the proposal still garnered criticism from local community groups over fears of increased crime and traffic.
Proposals still awaiting approval from the Community Advisory Committee include Steve Cohen and Hard Rock International’s casino project in Queens, New York and the Soloviev Group’s Freedom Plaza with Mohegan.

The New York Community Advisory Committee held its second and final public hearing to discuss the Caesars Entertainment proposal for a Times Square casino on September 11, as those opposed carried signs which read “No Times Square Casino” throughout the hearing.
Broadway workers, union members, small business owners and Times Square residents created a march to rally in support of the project, however, as many in the state believed the casino could have served as a revenue generator for local communities.
