Virginia bettors increase sports wagering handle 13.7% to $429.3m for July 2025

The Virginia Lottery has reported the state’s sports wagering activity for July 2025, as total handle increases 13.7% year-over-year to $429.3m, primarily attributed to online betting which accounted for $427.2m of handle throughout the month.
Retail wagering activity conducted in casino facilities produced a July 2025 handle of just over $2.1m, representing an increase of 29.9% from the prior year period. Land-based operators took home an adjusted gross revenue (AGR) of $522,452 for July 2025, equating to a significant increase of 139.3%.
The online handle generated throughout the month amounts to growth of 13.6% from the prior year period, while AGR for July 2025 was reported to be $45.1m for an increase of 12.2% year-over-year. With bettors claiming just over $379.8m in winnings for the period, total hold for operators came out to 11.5%, similar to the 11.9% hold reported for July 2024.
Virginia law places a 15% tax on sports betting activity based on each permit holder’s AGR, leading to $6.8m being contributed to the state’s General Fund and Problem Gambling Treatment and Support Fund for July 2025.

On August 13, online games provider Instant Win Gaming (IWG) signed agreements with both the Virginia Lottery and New Hampshire Lottery to extend its partnerships for an additional two years.
Throughout these alliances, IWG has worked to help the lotteries foster growth in their online player bases. Per the terms of the amended agreements, the company will aid in supplying existing and new eInstant games to both lotteries through its InstandRGS remote game server.
