Uruguay enforces digital archiving of lottery prize documents

The Uruguayan National Directorate of Lotteries and Pools has announced that agencies in Durazno must take images of paid game documents as a backup.
Starting July 1, 2025, all agencies and branches will have this as a safeguard in exceptional cases, such as extreme weather events like floods or tornadoes, or incidents like theft or fire, provided there is an official police report.
The captured images must include all game document numbers listed on the payment receipt, as well as the bettor’s ID photo and signature. For each game document included in the receipt, a separate image must be created and named after the document number.
Both physical documents and digital receipts must be retained for at least 90 days after the payout declaration and may be requested by the National Directorate of Lotteries and Betting at any time. In case of discrepancies, the physical document will take precedence.

The transmission of these images must comply with strict technical security requirements, including user authentication and digital certificates to verify origin, encryption to ensure confidentiality and mechanisms to guarantee data integrity without alteration.
The images will be received by the National Directorate’s Data Processing Center with electronic signatures and timestamps, as established by current legislation, and will be sent biweekly as part of the Paid Winnings Declaration.
The resolution will be communicated to all official agencies within the Collective Betting Bank of Durazno, and published on the National Directorate of Lotteries and Betting’s official website for dissemination and compliance.
