Michigan regulator issues cease-and-desist orders to 13 illegal sites

The Michigan Gaming Control Board (MGCB) has taken action against 13 offshore gaming sites offering illegal gambling in the state.
These websites were Captain Jack Casino, Casino Brango, Jazz Sports Casino Racebook, Looselines, Planet 7 Casino, Red Dog Casino, Ducky Luck Casino, El Royale Casino, Jazz Casino, Royal Oak Casino, Silver Oak Casino, Skybook and Slots of Vegas.
The sites were operated from jurisdictions across the world, including Costa Rica, Curaçao and the Autonomous Island of Anjouan. All have received cease-and-desist orders from the regulator.
The sites allowed Michigan residents to bet with methods including card, PayPal and crypto, with some engaging in practices including withdrawal restrictions and setting unreasonable betting thresholds. They also did not meet state standards for responsible gaming, consumer protection or data security.

On the issue, MGCB Executive Director Henry Williams said, “These illegal gambling websites put Michigan residents at significant personal and financial risk. Our priority is to maintain a secure and regulated gaming environment. These websites not only violate Michigan’s laws but also engage in deceptive practices that endanger consumers, including withholding winnings and imposing unfair wagering requirements.”
The regulator went on to advise citizens to only engage with authorized operators, and to check its website for a full list of approved platforms.
In the land-based sector, Detroit recently released its March 2025 gaming revenue figures. In total, gaming revenue came to $117.4m, down 5.2% year-over-year, with retail sports betting taking a particularly notable dip, down 29.9% to $12.1m.
