Minnesota Senator Matt Klein has once again introduced legislation that would legalize mobile sports betting in the state after attempting to have a similar bill passed during 2024.
The bill was introduced on January 30 and will be reviewed by state government officials to decide whether it should be granted approval. Sen. Klein stated that he believes officials are more open to legalizing mobile sports betting during 2025, giving his legislation a 70% chance to receive approval.
The bill would also set a 22% tax on net gambling revenue, which would then be split amongst charities, Tribes that don’t currently have gambling operations, horse tracks, sports tourism and youth sports, along with 10% going towards addressing compulsive gambling.
Fellow Minnesota Sen. John Marty stated that he believes mobile sports betting is inevitable in the state, but would prefer to see safeguards such as a ban on prop bets and liability for gambling companies be set into place.

To address concerns such as those raised by Sen. Marty, the bill would require a three-hour suspension between players depositing money into their accounts and actually placing a wager on sporting events.
It also would require a limitation on advertisements and prop bets from operators, as well as a ban on push notifications.
