Argentina: IAFAS obtains CIBELAE Level 1 certificate

Argentina’s Instituto de Ayuda Financiera a la Acción Social (IAFAS), the lottery authority of Entre Ríos province, has received the Level 1 certification in Anti Money Laundering and Counter Terrorism Financing compliance.
The accreditation, issued by the Corporación Iberoamericana de Loterías y Apuestas de Estado (CIBELAE), makes IAFAS the first Argentinian lottery regulator and the third worldwide to obtain this certification.
The recognition was granted during the XIX CIBELAE Congress in Asunción, Paraguay. The certification confirms that IAFAS meets the requirements established by CIBELAE for implementing preventive controls, structured procedures and formal compliance guidelines within its operational framework.
According to the institute, the accreditation validates its current processes and the documentation supporting its AML and CTF programs.
IAFAS stated that the certification represents an institutional milestone, noting that it reflects the regulator’s efforts to align its structure with international standards. The organization highlighted that its compliance system includes dedicated personnel, internal auditing mechanisms and ongoing evaluation procedures designed to improve risk detection and operational oversight.
The institute also emphasized that the certification reinforces cooperation with local and regional institutions in the development of AML and CTF strategies. IAFAS reported that the process included an external evaluation of its policies, controls and governance mechanisms to verify that they met the criteria set by the regional association.
CIBELAE’s evaluation model is based on a tiered system in which Level 1 serves as the initial accreditation for regulators and state-run operators that demonstrate compliance alignment and structured internal controls. According to IAFAS, the certification supports future steps toward advanced levels as the institute strengthens its monitoring systems and expands its compliance framework.
The institute indicated that it will continue to develop training programs, review procedures and update internal documentation as part of its ongoing compliance plan.
