Brazil: Lula doubles down on betting tax plan

Following the collapse of his administration’s alternative measure to the national Financial Operations Tax peak, Brazil’s President Luiz Inácio Lula da Silva is preparing to send a new proposal to Congress aimed at taxing betting companies and fintechs.
Despite strong opposition from legislators aligned with both sectors, Lula has decided to double down on the issue and mount a public campaign to rally support for the measure.
According to Government aides, the new strategy will focus on mobilizing voters through social media, portraying the proposal as an effort to tax “privileged sectors” and promote fairness within Brazil’s tax system.
Lula’s advisers believe that public opinion could play a decisive role in pressuring Congress to move forward with the bill, even amid heavy lobbying from industry representatives.
The President’s team intends to frame the initiative as a matter of social justice and responsibility, arguing that the rapid growth of the betting market and the profitability of fintechs justify higher taxation, with a bill aiming to bring their tax up to 24%.
The campaign is expected to echo the Government’s previous communication tactics, which emphasized the need to confront entrenched interests and expose what Lula’s allies describe as a “privileged elite” avoiding equitable fiscal contribution.
Earlier this year, similar actions led to terms such as “Congress is the enemy of the people” to trend on Brazilian social media.
With the fiscal framework under pressure and revenue demands mounting, Lula’s renewed push signals a high-stakes political bet, using popular mobilization as a tool to overcome institutional resistance and advance one of his Government’s most controversial revenue initiatives.
