PGCB fines three properties; bans 11 players

The Pennsylvania Gaming Control Board (PGCB) has approved three consent agreements resulting in $72,000 in fines.
The agreements, which took place across two casinos and one video gaming terminal establishment, saw the establishment’s fail to adhere to certain agreements settled between operators and the regulator. The agreements were presented by the Board’s Office of Enforcement Counsel (OEC).
The video gaming terminal property was fined $50,000, $5,000 of which was imposed directly against the owners. Indeed, the Board found that the venue had failed to have employees with the necessary regulatory credentials on duty while the machines were in use, and while also allowing under-21s to access the machines. On two occasions, minors also gained access to the machines.
Live! Casino and Hotel Philadelphia operator Stadium Casino was fined $12,000 for allowing the use of a compromised deck of cards during play.
Hollywood Casino York operator Mountainview Thoroughbred Racing Association was fined $10,000 for allowing self-excluded individuals to play on the gaming floor.
This comes following the state reporting $535.8m in revenue for September 2025
Alongside fines to properties, the PGCB has also placed 11 people on involuntary exclusion lists. Three of these individuals were placed on the list for leaving children in vehicles so they could play, with a man and woman leaving two pre-teens in a car for over half an hour, and a woman leaving a two, six and 12-year-old in a car for just under half an hour to play on table and slot machines.
The Board emphasizes that such practices are unsafe and prohibited, with PGCB creating its ‘Don’t Gamble with Kids’ ad in an attempt to educate against it.
The total number of individuals on the involuntary exclusion register now stands at 1,448.
