Arizona regulator issues four more cease-and-desist orders

The Arizona Department of Gaming (ADG) has distributed four official cease-and-desist letters to unregulated gambling operators targeting state residents via unlicensed activities.
The four operators subject to this regulatory action are event wagering sportsbook operators; Fliff Online Gambling and Thrillzz Mobile Gambling – alongside sweepstakes operators BettySweeps Casino and Pulsz Casino.
Indeed, these organizations have been deemed to be operating outside of state regulatory bounds and, as such, have been ordered to cease their respective operations in Arizona – as they are currently in suspected breach of gambling promotions, illegal control of an enterprise and money laundering state laws.
As part of the regulator’s latest release pertaining to this order, the ADG has stated the following, “Unlicensed operators operating outside the law and without regulatory safeguards pose serious risks to consumer protection and financial security across the state, undermining the integrity of Arizona’s regulated gaming industry.

“This latest action underscores the Department’s commitment to protecting the public and upholding Arizona’s gaming laws. ADG continues to actively monitor, investigate, and take enforcement action against entities attempting to exploit Arizona residents through unauthorized gambling activities, including possible enforcement actions in partnership with the Arizona Attorney General’s Office.”
This latest regulatory update comes following the filing of additional cease-and-desist letters to unlicensed operators in Arizona in June.
Elsewhere, it was revealed earlier in the year that – according to statistics provided by the ADG – Tribal gaming contributions could reach up to $30.8m in the state of Arizona during the full-year 2025 period.
