High 5 Games has reached a settlement with the Connecticut Department of Consumer Protection’s Gaming Division following an investigation into its operation of an unlicensed online casino.
The operator’s license was summarily suspended on March 14, 2025, after alleged violations of state gaming laws. In response, the company has agreed to a settlement totaling nearly $1.5m.
As part of the agreement, High 5 Games will pay over $643,000 in restitution to affected consumers and contribute nearly $800,000 to support programs related to consumer complaint resolution, education, enforcement, and litigation.
Bryan T. Cafferelli, DCP Commissioner, said: “This case is just one example of the hard work our Gaming Division does to ensure a fair, safe and legal gaming market in Connecticut.
In response to this development, High 5 has subsequently exited the Connecticut online casino operator market – currently monopolised by FanDuel and DraftKings – but remains in active in the state as a supplier.
Good to know: the company had recently issued a statement reaffirming its commitment to safe and responsible business practices
“We are pleased the Connecticut consumers who were lured into placing wagers on an unlicensed platform will be made whole, and that this company has ceased operations of its unlicensed casino in Connecticut.”
Kris Gilman, DCP Gaming Division Director, said: “We are satisfied with the outcome of this investigation, which has resulted in the return of funds to consumers who were harmed by the unfair marketing of an unlicensed sweepstakes casino. If you’re going to gamble, Connecticut is the best state to place a wager. We work hard to ensure fairness in our licensed market, and when violations do occur, we make every effort to make sure consumers are made whole.”
