DC Council authorizes mobile and online sports betting
However, the amendment only applies to DC residents.
The DC Council has published recently approved changes to its sports betting law. The group has titled these as the “Sports Wagering Amendment Act of 2024.”
The bill amends previous legislation passed in the District of Columbia more than 40 years ago and pertains to Title II of the “law to legalize lotteries, daily number games, bingo and raffles for charitable purposes” in DC.
The Committee of the Whole approved the proposal at the end of May.
Under the new guidelines, Class A and Class C operators have the green light to begin offering online and mobile sports betting to players who are physically located in DC.
However, operators must hold at least a temporary license to legally provide these services to DC players.
Part of the changes also include redefining what qualifies as sports wagering and what is a sporting event.
The bill now defines a sporting event as “any professional sporting or professional athletic event, including motorsports sanctioned by a national or international organization or association, collegiate sporting or athletic event, Olympic sporting or athletic event, sporting or athletic event sanctioned by a national or international organization or association, esports event, or other event authorized by the Office.
Such term shall not include a nonprofessional, non-collegiate, or non-Olympic sporting or athletic event if the majority of the participants are under the age of 18.”
The Council has determined that sports wagering is “accepting wagers on sporting events, or a portion of a sporting event, or on the individual performance statistics of an athlete in a sporting event or combination of sporting events, including single-game bets, teaser bets, parlays, over-under, moneyline, pools, exchange wagering, in-game wagering, in-play bets, proposition bets, straight bets, or other means by a system or method of wagering, including in-person or over the internet through websites or on mobile devices.”
