Resorts World Catskills came in just behind at $506,000, an improvement from $381,000 for September.
Tioga Downs, with its FanDuel sportsbook, posted a state-low revenue of $153,000 in October, down slightly from $161,000 of the previous month.
Sports betting in New York is restricted to land-based operations, despite the efforts of lawmakers who previously attempted to legalize mobile sports betting.
The state rolled out wagering on sports in July and total sports betting revenue generated in the state so far stands at $5.7m.
New York could see a rise in the number of casinos that offer sports betting, as Kambi and Seneca Gaming Corporation announced a deal last week that would give Kambi the opportunity to supply sportsbook technology to three casinos.
