Lottopar requests amendments to Febraban gaming regulation
While it praised tighter regulation, it emphasised the position of state lotteries in the Brazilian gaming market.
The Lottery of the State of Paraná (Lottopar) has asked the Brazilian Federation of Banks (Febraban) to adjust a statement made on banking self-regulation as it relates to straw accounts (accounts made using the identity of another person) and irregular betting accounts.
In its letter to Febraban, Lottopar noted stricter rules on account cancellations. The lottery, for the most part, praised the move, noting its strengthening of control and transparency, aiding in the fight against illegal gaming.
However, Lottopar nonetheless detailed additional clarifications on the regulation, especially in the area of state lotteries.
The letter, signed by Director-President Daniel Romanowski, explains how state lotteries are able to operate on a legal basis, with the Supreme Federal Court in Brazil giving states their own authority to decide if and how local lotteries are operated.
Indeed, Article 35-A of Law No. 14.790/2023, Federal Law No. 13.756/2018 states, “The States and the Federal District are authorized to operate, within their territories, only the lottery modalities provided for in federal legislation.”
As such, state lotteries are authorised by both the state and the Brazilian regulator, the Secretariat of Prizes and Betting.
The letter went on to note that the Secretariat of Prizes and Betting and local lotteries have come together to form the National Betting System (SINAPO).
Overall, the letter asks that Febraban include this information in its regulation, as it would better represent the state of the Brazilian gaming market.
The request comes shortly following Lottopar’s lottery management partnership with the MS Finance Secretary.
