Banestes enters exclusive negotiation to manage state lottery operations

Banestes Loteria, the newly created lottery arm of the Espírito Santo state bank Banestes, has entered exclusive talks as it prepares to launch operations by late 2025.
The move aims to establish a state-regulated lottery model amid increasing public concern over illegal online gambling in Brazil.
The initiative follows heightened debate surrounding Jogo do Tigrinho, a slot-style game promoted by influencers and identified by authorities as emblematic of the country’s unregulated betting landscape. The state sees Banestes Loteria as a means to channel gaming activity into a transparent, accountable framework that contributes directly to public funds.
Under the current model, Banestes Loteria is authorized to offer six types of games, including instant lotteries, sports predictions, numerical draws, and fixed-odds betting.
Three consortiums submitted bids earlier this year, and Banestes President Amarildo Casagrande confirmed that negotiations were extended to ensure international standards of compliance and operational integrity.
The lottery will leverage Banestes’ network of banking correspondents and digital channels to reach consumers both physically and online. According to industry analysts, the state expects the initiative to boost tax revenue and strengthen responsible gaming oversight at a time when unlicensed operators continue to attract millions of Brazilian players.
As Brazil’s regulated betting framework expands, the Banestes model could serve as a template for other state lotteries, bridging public-sector oversight with private-sector expertise while addressing the social and economic challenges highlighted by the Tigrinho phenomenon.
