North Carolina opens new centers to address gambling addiction

Key Points
- The CEGAPP will train specialists in prevention, treatment, recovery and public advocacy
- The PDC will address broader workforce needs through leadership training, communication skills and mentorship programs
- Both initiatives are led by the Addiction Professionals of North Carolina and funded by the state’s Division of Mental Health
North Carolina has opened two new facilities designed to support the state’s responsible gambling framework following the legalization of sports betting.
The Center of Excellence for Gambling Addiction Policy and Practice (CEGAPP) and the Professional Development Center (PDC) will provide training, resources and professional development opportunities for the behavioral health workforce.
Sports betting became legal in the state in March 2024, with eight online sportsbooks and three tribal casinos now operating. The launch of the new centers reflects North Carolina’s approach of aligning market growth with investments in prevention, treatment and education initiatives.
CEGAPP will focus on building specialized knowledge among addiction professionals, offering training in prevention, treatment and recovery, as well as engaging in advocacy and public education.
The Professional Development Center will complement this work by addressing broader workforce needs, offering leadership and communication training, and creating mentorship pathways for new providers entering the field.

Both initiatives are led by the Addiction Professionals of North Carolina (APNC) and funded by the state’s Division of Mental Health, Developmental Disabilities and Substance Use Services.
According to APNC Executive Vice President Morgan Coyner, supporting professional development is essential to ensure providers remain prepared to meet evolving challenges in the sector.
The centers are expected to enhance access to services, strengthen collaboration between public health and gambling stakeholders, and create a sustainable model that may be referenced by other states expanding regulated betting.
