The Pennsylvania Gaming Control Board (PGCB) has fined Valley Forge Casino Resort $30,000 for allowing a 13-year-old to access the casino floor in November 2024 and gamble on slot machines for over six hours.
The consent agreement was presented by the Board’s Office of Enforcement Counsel, as Valley Forge Casino Resort failed to identify the minor prior to when they began wagering on slot machine games.
The PGCB also placed 12 individuals on its various Involuntary Exclusion Lists, which prohibits those included from gaming in a retail Pennsylvania casino, on a Board-regulated betting site or at a video gaming terminal (VGT) location.
The addition of 12 individuals now brings the total number of offenders included on the Involuntary Exclusion Lists to 1,422, as the most recent incidents penalized patrons for leaving their children in the casino parking lot to gamble at slot machines and the Presque Isle Downs & Casino sportsbook.
Good to know: The PGCB reported the state’s total gaming revenue for August 2025 on September 17, having increased by 14.2% to $582.3m, which also represents the second-highest monthly total generated by residents throughout 2025
“Actions such as these to deny statewide gambling privileges serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel or other venues at a casino since it creates a potentially unsafe and dangerous environment for the children,” the PGCB said.
Two other offenders were placed on the PGCB’s Involuntary Interactive Gaming Exclusion list for fraudulent actions regarding online gambling.
