Chile: Regional Governor of Valparaíso and casino unions meet to address labor dispute

Regional Governor of Valparaíso Rodrigo Mundaca and Senator Tomás De Rementería recently met with representatives of the National Federation of Gaming Casinos and Hotels Unions to discuss concerns over Enjoy Casino’s relinquishing of its Casino del Mar operating permit in August 2025.
Casino del Mar submitted a request to relinquish its casino license on August 19, which was approved by the Resolutive Council of the Superintendence of Casinos, leaving over 650 workers without employment.
Mundaca was the only member of the Council to vote against Enjoy Casino’s request, believing the permit removal would lead to instability for its workers, economic loss throughout the region and a negative precedent being set in terms of concessions.
“Today our main concern, and I thank Senator Remetería and the workers of the Viña del Mar casino, is to defend labor rights and the continuity of the workers; therefore, it seems very important to us today to know the bases on which the Superintendence of Gambling Casinos is preparing and to know the bases in advance because the labor continuity of the workers has to be implicit in the bases, it is what matters most to us at this minute,” Mundaca said.
“In that purpose we are going to go to the end and we are going to be absolutely intransigent in defending the rights of workers, which is what corresponds to us as regional authorities.”

As part of the meeting, compliance with regulations concerning the continuity of workers was stressed, as the company is still subject to all economic, legal and regulatory obligations, including the preservation of jobs which may conclude in 2028.
The workers are reportedly supported by Article Four of the Labor Code, which requires all individual and collective contracts remain in full force without altering working conditions due to the transfer of concession.
