Brazilian Senator Humberto Costa has presented bill 3.754/2025, which seeks to impose stricter controls on online sports betting platforms.
Speaking in the Senate, Costa warned that betting has become a “social epidemic,” particularly affecting young people, and described his proposal as more than a legislative initiative, but a call for action against the spread of gambling harms.
“This project is not just a legislative piece; it is a cry of alarm against a true social epidemic, which affects above all our youth, the most vulnerable, those who should be focused on study, work and building their dreams,” the Senator stated, “They should not imprisoned by screens that promise easy fortune but deliver ruin, debt and despair”.
Among other measures, the bill would raise the minimum betting age from 18 to 21, restrict advertising to late-night hours and prohibit sponsorship of sporting, cultural and educational events.

Costa argued that these measures are essential to protect vulnerable groups, noting that many young people do not even understand the bets they are making, yet are drawn in by advertising campaigns that encourage compulsive behaviour.
