Brazil’s SPA and states advance creation of National Betting System

Brazil’s Secretary of Prizes and Betting at the Ministry of Finance (SPA) and representatives from 18 states plus the Federal District have completed the final working group meeting for the creation of a National Betting System (SINAPO).
The session produced the first concrete steps towards formalizing the system, with drafts of the required acts now set to undergo review by the Attorney General’s Office in Brazil and participating stakeholders.
SINAPO is designed to standardize collaboration between federal and state-level betting oversight, offering two membership categories including adherent members and associate members.
Adherent members will be open to states and districts at earlier stages of developing lottery operations while associate members is set for jurisdictions already operating lotteries or with advanced regulatory structures.
Associate members will be required to meet specific compliance standards, including anti-money laundering measures, responsible gambling policies and adherence to territorial licensing limits.
In return, they will receive benefits such as inclusion in a unified list of authorized operators and access to an upcoming centralized self-exclusion system under development, in which bettors could choose not to be able to log in into any betting company.
Besides that, it’ll also be granted the permission to use the “.bet.br” domain for licensed operators.

SPA Secretary Regis Dudena emphasised that nationwide participation would strengthen player protection and support the regulated market’s integrity.
The Attorney General review is expected in the coming weeks, paving the way for gradual state and district integration into SINAPO.
