Brazil raises number of authorized betting operators to 77
The Ministry of Finance has approved new brands for two licensed operators.

Brazil’s Secretary of Prizes and Betting of the Ministry of Finance (SPA) has approved the addition of new brands for two companies already licensed to operate fixed-odds betting and online gaming.
Published Ordinance SPA/MF No.1.761/2025 authorises EB Intermediações e Jogos S.A. to include the brand Vupi alongside its existing Estrelabet operation.
Ordinance SPA/MF No. 1.762/2025 grants Digiplus Brazil Interactive Ltda, currently operating Arenaplus, the right to also operate Gameplus and Bingoplus.
With these new approvals, the number of companies licensed to operate in Brazil’s regulated fixed-odds betting and online gaming market rises to 77.
These licenses account for 180 authorised brands in total, comprising 74 issued through regular administrative processes and five granted via Federal Court decisions.

Meanwhile, a new bill in Brazil proposes tighter rules for online betting platforms, including raising the minimum gambling age from 18 to 21, imposing stricter limits on advertising and capping player spending.
The measure also calls for enhanced monitoring tools to detect risky behaviour, with the aim of strengthening consumer protection in the country’s regulated betting market.
Regulatory oversight by the SPA aims to ensure operators comply with market rules, consumer protection measures and responsible gaming standards.
Both ordinances were signed by SPA Secretary Regis Dudena.
