Brazil: Local lottery to allocate revenue to a social programme

The state lottery of Tocantins, Lototins, will allocate part of its revenue to the state’s APAEs (Associações de Pais e Amigos dos Excepcionais), which are national non-profit associations that provide services for people with disabilities.
Under Law 4.136/2023, 5% of all lottery proceeds will be directed to APAEs, with an additional 10% earmarked for sports initiatives and another 10% for cancer prevention programmes.
Representatives from the APAEs Federation from Tocantins (FEAPAES) met with Lototins CEO Eduardo Paiva to discuss how the funding could strengthen services across the state.
Paiva outlined the lottery’s operating model, while FEAPAES president Marciane Machado Silva described the network’s structure, activities and the scope of care provided.
The Federation currently has 42 APAEs in operation and 12 more in development, which care for about 6,000 individuals with disabilities.

It says that the lottery’s revenue allocation will help expand capacity and sustain essential services in multiple regions.
The next step will be further discussions with the State Department of Finance, the state which is responsible for regulating Lototins.
Officials hope the funding mechanism will provide stable long-term support to APAEs while also contributing to other social initiatives outlined in the lottery’s mandate.
Elsewhere, a Brazilian court suspended sports betting and gaming machines operated under Lototins due to alleged irregularities back in June.
