Brazilian consumers have filed over 1,100 lawsuits against betting operators in the last three years, with legal action increasing as more users engage with the platforms. A new report by legal database Predictus indicates the rise reflects the growing demand of betting.
From just 21 cases in 2022, the volume of lawsuits jumped to 554 in the first half of 2025, representing a 2,538% increase. São Paulo leads with 291 filings, followed by Rio de Janeiro (167), Bahia (125), and Minas Gerais (119). Together, these four states account for 60% of the lawsuits registered since the beginning of the tracking period.
The majority of complaints come from non-payment of prizes and withdrawal denials. Plaintiffs often claim they won rewards on platforms but were unable to access their funds. In some of these cases, operators have alleged user violations as justification for withholding payments. The sector’s growing influence, especially after almost tripling digital advertising spend in 2024, has increased the debate in the country.
