HB 145 targets mobile sports wagering legalization in Alaska

Key Points
- HB 145 proposes up to 10 mobile wagering licenses be offered within Alaska, as well as a licensing fee of $100k for operators
- Under the terms of the legislation, operators are banned from promoting or advertising mobile sports wagering to residents under 21 years old
Alaska Representative David Nelson has introduced House Bill 145, which aims to authorize and regulate mobile sports wagering across the state.
The legislation would allow for Alaska to offer up to 10 mobile wagering licenses, each valid for a term of one year. Operators would be required to pay a $100,000 license fee and may also be charged a processing fee for initial or renewed licenses.
HB 145 requires the Alaska Department of Revenue to oversee regulated wagering, with Commissioner Adam Crum being granted authority to issue or renew mobile sports betting licenses.
The legislation would also call for licensees to utilize software monitoring systems that can track betting irregularities, as operators will be required to report any irregularities to Commissioner Crum.
If enacted, HB 145 would provide online sports wagering in Alaska by January 1, 2026, as well as set an adjusted gross revenue tax rate of 20% for operators that are granted a license.
Good to know: Missouri Gaming Commissioner Jan Zimmerman stated the launch of its sports wagering market would be delayed until summer 2025, with an effective start date of no later than December 1
The measure, which does not include language for daily fantasy sports (DFS), underwent its first reading and has been referred to the House Labor & Commerce and Finance Committees.
Under the terms of the legislation, operators will be banned from promoting or advertising mobile sports wagering to residents under 21 years of age, also requiring licensees to provide information on gambling disorders and resources across online platforms.
