Brazil: SPA and Senacon sign technical cooperation agreement

In Brazil, the Ministry of Finance’s Secretariat of Prizes and Betting (SPA) and the Ministry of Justice and Public Security’s National Consumer Secretariat (Senacon) have signed a technical cooperation agreement (ACT) to protect bettor rights within the fix-odds market.
Secretary of Prizes and Betting Regis Dudena explained the potential benefits of the agreement by saying, “SPA’s partnership with Senacon is an important tool for one of the pillars of fixed-odds betting regulation, which is the guarantee of bettors’ rights.
“In a market as new as this, providing people with information is especially important.”

National Consumer Secretary, Wadih Damous echoed Dudena’s sentiments and added that the agreement requires all betting companies to adhere to the Consumidor.gov.br platform.
He noted that the agreement “provides for the creation of a direct communication channel between SPA and consumer protection agencies” and “allows the quick identification of patterns of complaints and any irregularities in the sector.”
Damous further commented, “The ACT reinforces Senacon’s commitment to consumer protection, ensuring that bettors have their rights respected and access to effective protection mechanisms.”
The Prizes and Betting Secretariat of the Ministry of Finance recently issued 21 definitive authorization orders for 21 companies, allowing them to operate fixed-odds bets.
The SPA also launched a public consultation for its 2025-2026 Regulatory Agenda, which is due to be published on April 1. The consultation allows a 45-day window for groups to make written contributions.
