Baltic States Join Forces to Build a Cross-Border Gambling Block List

Latvia, Lithuania, and Estonia are taking a unified stand against problem gambling. The three Baltic nations are working to build a shared exclusion register. If successful, a self-imposed gambling ban in one country will apply across all three. It is a regional first, and it addresses a loophole that has undermined national efforts for years.
The Border-Hopping Problem
National self-exclusion lists only work within their own borders. A gambler who blocks themselves in Riga can simply drive to Tallinn and keep playing. This has turned the recovery process into a cycle that is very difficult to break.
Latvian Finance Ministry officials, including Olga Bogdanova, have identified this as a critical gap. Talks are now underway to synchronize national registers across all three countries. However, no formal timeline for completion has been announced.
Latvia’s Numbers Tell a Difficult Story
The scale of the problem is significant. According to Latvia’s Health Ministry, approximately 70,000 Latvians currently struggle with gambling-related issues. That represents roughly 6% of the population.
Latvia’s national self-exclusion list already holds more than 14,000 names. Despite this, the government records two to five daily requests from individuals trying to reverse their own bans. Under current law, however, a voluntary ban cannot be lifted for at least one full year.
Raising the Legal Age and Restricting Hours
Beyond the shared register, Baltic policymakers are pursuing several additional protective measures. One key proposal would raise the legal gambling age from 18 to 21. Officials argue that 18-year-olds often begin gambling before establishing financial stability. As a result, early exposure significantly increases the risk of long-term harm.
Lawmakers are also targeting round-the-clock gambling access. Proposals would require gambling venues to close during overnight hours. The goal is to introduce a natural pause in play. In practice, this “cooling off” period could reduce impulsive wagering among the most at-risk bettors.
Targeting Financial Responsibility
One of the most distinctive measures already in place in Latvia involves child support obligations. Since May 2021, individuals who owe unpaid alimony are banned from gambling. The policy reflects a broader principle: those with financial responsibilities to their families should not have access to gambling venues.
This approach has drawn attention from other jurisdictions exploring ways to link financial accountability with gambling access. It positions Latvia as one of the more forward-thinking regulators in the region on this specific issue.
A Regional Model Worth Watching
Together, the Baltic states are advancing roughly 47 new protective measures. The package represents a clear shift in how the region views gambling. Rather than treating it purely as a revenue-generating industry, policymakers are increasingly treating it as a public health challenge that requires coordinated action.
Other European nations face similar cross-border challenges. Consequently, the Baltic model could serve as a template for broader regional cooperation across the continent. The outcome of these talks will be closely watched by regulators well beyond Estonia, Latvia, and Lithuania.
