Maryland casino revenue falls 5% in September 2025 as state contributions decline

The Maryland Lottery and Gaming Control Agency (MLGCA) reported combined gaming revenue of $151.5m from slot machines and table games in September 2025, representing a 5% year-over-year decline.
State contributions totaled $64.9m, a fall of 10.7%, while allocations to the Education Trust Fund reached $46.8m.
Over the first quarter of the 2026 financial year (July–September 2025), total casino revenue has declined 3.1%, with state contributions down 2.3%. In addition to funding education, gaming proceeds support local communities, horseracing and small, minority- and women-owned businesses.
MGM National Harbor remained the state’s highest-grossing casino, generating $63.2m, though this marked a 5.6% decline compared with September 2024. Live! Casino & Hotel followed with $54.9m, down 7.8%.
Horseshoe Casino Baltimore recorded an increase of 6.7% to $14m, while Ocean Downs Casino fell 3.8% to $8.4m. Hollywood Casino Perryville reported a 4.6% decrease to $6.4m and Rocky Gap Casino Resort grew 5.1% to $4.6m.
MGM and Live! together accounted for roughly 78% of total state gaming revenue.

The approval came ahead of the NFL season kickoff, typically one of the busiest periods for sportsbooks nationwide.
The Maryland results contrast with neighboring Pennsylvania, where total gaming revenue rose 11.4% in July 2025, driven by continued growth in iGaming.
While Maryland’s casino sector has moderated in early FY2026, the wider gambling market – now encompassing 13 mobile sportsbooks – continues to develop amid new operator launches and ongoing regulatory developments.
